The impurities can range from stone with high Iron content to pieces of the various machinery used in its production. Quite often the rusty stains are a result of pool water leaching into the concrete and effecting the steel re-enforcing bars.

The most permanent method or repair is to locate the rusty bar/bars, follow them back to clean steel and remove them completely. The cut steel ends are then sealed with permanent waterproofing and backfilled.
